If those two pieces separate, I am guessing it is a chandelier. The bottom bowl part would go up on the ceiling and then the middle piece would hang from it. Glass bowls would go in the rings with candles inside them.
If they don't come apart - an antigue veggie plate??? LOL
None of it can be separated unless broken... I think Michelle is probably the closest... The center part w/ the rings does spin around... It was made in 1890 according to the markings on the bottom that didn't photograph well when I took these other pics...

It looks like a castor set with the glass bottles missing.
I used to have one (got broken in a move).
It would be placed on a sideboard or the dining room table. The bottles held oil, vinegar, and other condiments.
